Presidential Decree No. 87 (as amended in 1983), otherwise known as 'The Oil Exploration and Development Act of 1972', provides the legal structure for exploration and development of petroleum in the Philippines.

However, it is the individual service contracts which govern the specific terms of exploration, development and production and sale of hydrocarbons from the various fields.
